Senior Constable Adam Rabone received his commendation of bravery at Government House from Victorian Governor Professor de Kretser.
Sen Const Rabone was off duty when he and Ballarat man Kevin Harty pulled a man from a burning car after it crashed on the Western Highway near Deep Lead.
Sen Const Rabone also received a bravery award through Victoria Police last year.
"I was really surprised the first time but this was a real surprise. You don't go out looking for things like that but it is nice to get recognition," Sen Const Rabone said.
"Thursday was a very good day and I enjoyed it. I took my mother, sister and my wife. It was nice for them to see me get the award.
"My father received a similar emergency service medal a few years ago and it was emotional because he recently passed away. Mum was very proud."
Horsham's Ian Antonoff and Bill Jorgensen also received bravery awards at the ceremony, recognising their efforts to save Steve Spillman from his burning Mathoura Street home in May, 2008.
Mr Antonoff said he enjoyed meeting other award recipients.
"It was a pretty amazing ceremony, just the amount of different people there and the things they did and hearing all the different stories," he said. "I got to meet some pretty special people."
It was also a second bravery award for Mr Antonoff and Mr Jorgensen. They both received bravery awards through the Royal Humane Society last year.
Mr Jorgensen said he was humbled by the ceremony. "Other people at the ceremony did more than us, those people did things I wouldn't dream of," he said.
"I would do what I did again, anyone would, but some of the things people did were amazing."
