NORTHERN Grampians Shire Council has been forced to dump Lake Bellfield wall as a designated Neighbourhood Safer Place at Halls Gap.
Council customer services manager Jim Nolan said the site was listed as one of two Neighbourhood Safer Places for Halls Gap in a Township Protection Plan released in October.
Township Protection Plans were prepared for 52 towns identified as high risk for fires this summer by the Victorian Bushfires Royal Commission.
Two of the towns, Halls Gap and St Arnaud, are in Northern Grampians Shire.
Mr Nolan said the Lake Bellfield wall site had since been reassessed and found to be an unviable option because of limited access, inadequate disabled access and poor lighting.
He said use of the site would have also required permission from the landowner, GWMWater.
Mr Nolan said a new Emergency Services Legislation Amendment Bill 2009 also stipulated that Neighbourhood Safer Places needed to be on council-owned land, a requirement Lake Bellfield wall did not meet.
Cr Wayne Rice said council had no choice but to remove Lake Bellfield wall as a designated Neighbourhood Safer Place.
"Because Lake Bellfield wall is on land owned by GWMWater, it can no longer be one of the town's designated places," he said.
Cr Rice said he believed the only Neighbourhood Safer Place at Halls Gap, the town's visitor information centre, would still provide adequate protection if Halls Gap residents were forced there as a place of last resort.
Cr Rice reminded residents Neighbourhood Safer Places were only to be used as a place of last resort if their bushfire plans failed.
Northern Grampians designated Neighbourhood Safer Places:
Halls Gap: Grampians and Halls Gap Visitor Information Centre and surrounds, Grampians Road, corner of Heath Street.
St Arnaud: Lord Nelson Park, Dunstan Street.
