Burras coach Scott Arnold said the pair were recruited as assistant coaches, with Cooper to take on a junior development role.
Arnold said the Burras had also added Pimpinio best and fairest Tim Ballinger and Laharum's Jason Matthews to their list.
In another boost, Lachlan Jordan will return to the club.
Ruckman Dan Smith is Minyip-Murtoa's sole loss at this stage, while Andrew Brown has stepped down as an assistant coach, but will remain as a player.
Arnold said Cooper would be a valuable addition to the club, on and off the field.
"He played as a strong centre half forward for Noradjuha-Quantong this year and he'll play a similar role for us," Arnold said.
"He'll give us more firepower up forward."
Arnold, heading into his second season as senior coach, said Graetz was an accomplished midfielder who was part of two premierships for Lucindale in the Kowree-Naracoorte-Tatiara league.
"He's a strongly built player; he's a defender-cum-midfielder," he said.
"He's played rep footy in the KNT league. He's a quality footballer who has moved to Horsham and we're lucky to get him."
Graetz, who spent a season with Northern Territory Football League club Palmerston Magpies, said he was excited about his first senior coaching role.
"Hopefully I will bring a bit of experience and a bit of excitement," Graetz said.
Arnold said Ballinger would add pace to the Burras' midfield and Matthews was a skilful player, capable of playing on a back flank or in the middle.
