Arnold, 32, coached the Burras' under-17 team for the past three seasons and replaces Hayden Lanyon in the senior role.
Arnold said he was thrilled to be coaching his home club.
"Minyip-Murtoa is my home club and the opportunity to coach is a great honour for me," he said.
"We have nine kids coming out of the under-17s who I have been able to work with.
"I think the future is bright with the kids pushing through."
Arnold said he was confident of retaining most of the 2010 playing group and believed a top five finish was within the Burras' reach.
"I am big on accountability and hardness. They were stand-out features for us this year," he said.
Minyip-Murtoa president Brett Schmidt said Arnold had a strong rapport with the younger players and a thorough knowledge of the competition.
"It's a bit out of left field but we are more than happy going forward," Mr Schmidt said.
"We reckon he has the best footy brain around the place.
"He's quite astute in the way he coaches and he knows our playing group, opposition players and structures.
"It's quite exceptional for a young fella.
"He's a great leader and fantastic voice on the ground as well."
Arnold is yet to make a decision on his playing future.
Soft tissue injuries have plagued him in recent seasons.
"It depends on how the body holds up and if I am in the best 22," Arnold said. "If that's the case I will play seniors; if not, I won't be."
Chris Delahunty and Lachlan Jordan will co-coach the Burras' under-17 team.
Mr Schmidt said the Burras were excited about their appointments.
"Both are senior footballers and part of the leadership group as well," Mr Schmidt said.
