Dandy led the Bombers to a preliminary final in 2010 and was recognised for his knowledge of the modern game, development of training drills and positivity.
He was one of seven coaches nominated.
"It was a total shock. Someone said they wished they'd taken a photo of my face when they announced it because it was certainly a massive surprise, mainly because of the quality of other people," Dandy said.
Former Melbourne captain and current The Footy Show co-host Garry Lyon presented the awards and was guest speaker.
"It was a huge honour to get it off Garry Lyon," Dandy said.
New Minyip-Murtoa senior coach Scott Arnold received the Youth Coach of the Year award.
Arnold coached the Burras' under-17s side for three seasons and has replaced Hayden Lanyon in the senior role for 2011.
He was recognised for his sound knowledge of the game, rapport with his players and training techniques.
"It was a big surprise. I didn't know I was nominated until I found out at the start of that week that I had to go," Arnold said.
"It's nice, the recognition, but as a junior coach it's more about developing the kids than personal achievements."
Rupanyup's Glen Carter is Junior Coach of the Year.
Carter has coached the Panthers' under-14 side for five seasons.
"It's obviously an honour. I am not one for big personal accolades especially when it comes to junior football," Carter said.
"I'd much rather see kids learning and understanding what I am teaching."
Carter has travelled to encourage players to join the club in a bid to build playing stocks.
Wimmera AFL Victoria development manager Geoff Burdett said it was pleasing to see so many nominees.
"It was the highest amount of nominations we've ever had," he said.
