Fisher polled 26 votes to win from team-mate Tsharni Burns, who scored 21 votes.
Walpeup-Underbool netballer Casey Kay was third with 19 votes.
Nicole Judd of Sea Lake-Nandaly Tigers was a runaway winner in the B Grade count.
She polled 39 votes to win the award.
Judd finished 14 votes clear of runner-up Kristen Brown of Walpeup-Underbool.
Sara Jenner of Walpeup-Underbool was the winner of the C Grade best and fairest award with 20 votes.
Sea-Lake Nandaly Tigers' Joanna Simpson was runner-up with 17 votes.
It was a close count in the Junior A Grade.
Sea Lake-Nandaly Tigers' Tiarnee Nunn won the award on 29 votes, one vote ahead of Jeparit-Rainbow's Brittney Keller.
Ouyen United's Ellie Morrish won the Junior B Grade best and fairest with 25 votes.
Hayley Boxall of Woomelang-Lascelles was runner-up on 20 votes.
