The incident occurred during half time of the Stawell versus Nhill game on May 11.
Western Vic Football general manager Stephen McQueen said an independent investigating officer recommended the pair face the tribunal.
"There's a recommendation that Mr Weavell and Mr Morris to be placed on charges of conduct unbecoming," he said.
Mr McQueen said both Stawell president John Griffiths and Nhill president Jim White were contacted, with Mr Weavell and Mr Morris to receive their charge sheets over the next couple of days.
He said the Wimmera league had nine days to conduct the hearing but it was unlikely for it to be finalised this week.
