Salter said it was great to top the vote count by such a large margin in her first season in the Horsham District league.
"It's a real privilege because I'm in some pretty good company in the league so I feel quite flattered," she said.
"The competition has been really great and it's quite even so I've really enjoyed that."
Salter has previously won best and fairest awards for Wimmera Netball Association team Horsham and in York Peninsula Netball Association.
She was a clear leader for most of the night and staved off a mid-season challenge from runner-up Georgia McLennan of Edenhope-Apsley to win the award by 14 votes.
Salter will hope she can win one more battle with McLennan on Saturday, as the pair is set to match up directly on one another in the grand final.
McLennan was the second-highest goal-scorer in the district league this year with almost 600 goals to her name.
It will be an intriguing match-up, pitting the league's best defender against one of its best scorers.
Salter said she looked forward to the battle and a chance to claim the premiership.
"We believe we can do it, so we just have to do it on the day," she said.
But McLennan will not be without support, with Edenhope-Apsley team-mates Teagan Lang and Emma Forster tying for third place in the award.
The top three Saints polled a combined 68 votes.
Lang said it was a reflection of the incredible depth on the Saints' roster.
"I knew at the start we would probably take votes off each other because we've got amazing talent on our team," she said.
"It was a great achievement to have all three of us in the top four."
