Horsham Senior Constable Rob McBride said a Ford sedan was turning right from Rose Street onto Natimuk Road.
He said the driver failed to give way to the vehicle on the right and hit a car heading west on Natimuk Road.
Sen Const McBride said the Ford driver was shaken up but otherwise uninjured.
Paramedics tended to the driver of the other car, an elderly woman, before she was taken to Wimmera Base Hospital for observation.
Traffic between Gardenia Street and Brooks Avenue was disrupted while police and Country Fire Authority attended.
"Both vehicles were towed away," Sen Const McBride said.
He said the Ford driver, a young man, was issued an infringement notice for failing to give way at an intersection.
