A sex offender, 29, was arrested and remanded in custody pending a court appearance after police were called to Corella Place shortly after midnight.
Police alleged the man assaulted three other residents.
One of the victims was taken to East Grampians Health Service in Ararat for treatment.
He was later discharged and returned to Corella Place.
Ararat Crime Investigation Unit Detective Acting Sergeant Guy Menhennitt said the attacker was also charged with property damage.
"He then smashed the windows of the administration building," he said.
Corella Place is a residential centre for sex offenders who have finished their sentences, but are still too dangerous to be released back into the community.
It is next door to the Hopkins Correctional Centre, about two kilometres from the Ararat central business district.
