Watson, a former premiership coach at Harrow-Balmoral, will join small forward Brian Harrison, ruckman Carl Obst and youngster Jarred Crabtree at the Bombers.
In the past four seasons, Watson has kicked 123 goals in 71 games.
Bombers coach Jarred Combe said signing Watson was a big coup.
"Recruiting Heath to Noradjuha-Quantong is fantastic from both the club and my point of view," he said.
"We looked at what players we needed to get to the club in 2014 and we identified we probably did need to recruit some experience to help improve our young players.
"He'll provide good experience for our team both on and off the field."
Noradjuha-Quantong missed out on finals action by one win in 2013.
Combe said the four recruits would strengthen his squad.
Harrison, originally from Pimpinio, is returning to football after many years on the sidelines, Obst joins from Edenhope-Apsley and Crabtree returns after a stint at Minyip-Murtoa.
"Brian will provide us with more forward options as a bit of a goal sneak forward pocket or half-forward," Combe said.
"We made a bit of an effort to get Carl on board.
"He's another very experienced player, an honest ruckman and we'll be looking for him to provide a contest all day.
"Jarred's returning to the club and keen to have a go at senior football, so he'll be in the mix too."
Combe said the club started training four weeks before Christmas and there had been promising numbers on the track.
"Numbers-wise it wasn't too bad, we sort of knew we'd be struggling a little bit with Christmas and harvest," he said.
"We're just concentrating on working as hard as we can during pre-season and setting our goals from there."
