"If we weren't volunteering and doing what we do, wouldn't have a community," he said.
Mr Milgate, 86, is the Yarriambiack Shire Citizen of the Year.
Reflecting on his lifetime, Mr Milgate believes he made his mark through football.
The Wimmera Football League legend started playing football about 1944.
He was part of Minyip's premiership side in 1946, against Warracknabeal.
Mr Milgate went on to win two more flags with the team.
"I was the president of the Minyip footy club for five years, from 1989-93," he said.
"We won three premierships."
Mr Milgate has also been involved in the Minyip-Murtoa Football Club board of management.
Other achievements included starting the Dunmunkle Gypsum Spreaders' Co-operative in the 1970s and heading the Minyip Progress Association.
Warracknabeal's Casey Cheadle is the Yarriambiack Shire Young Citizen of the Year.
Yarriambiack Shire Council chief executive Ray Campling also congratulated organisers of Warracknabeal's Dancing with the Stars on winning the Community Event of the Year.
