Horsham Leading Senior Constable Rob Martin said CCTV footage led to the warrants, which were executed between 11am and noon on Wednesday.
He said police were investigating two thefts from Horsham's Aldi in May and September last year.
Household electrical items worth about $2000 and believed to have been stolen were recovered from the two addresses.
"Two people from the Jeparit area - a woman, 41, and man, 36 - have been interviewed in relation to it," Leading Senior Constable Martin said.
"Charges are pending in relation to theft."
