Leading Senior Constable Kendra Jackson said police believed a Warracknabeal man, 20, attacked a 21-year-old woman in Madden Street about 5.30pm.
She said the man fled after witnesses intervened.
The man was caught a short time later and restrained until police arrived.
Police charged the man with recklessly causing serious injury.
He was refused bail and is due to front Horsham Magistrate's Court on Wednesday.
