Burdett will take over the coaching role from Tim Wade and Josh Mibus, who have served as district league coaches for the past two years.
Mibus and Wade told the league they would not coach the interleague side this year but would still be available to play if selected.
Burdett served as Wimmera development manager from 1998 until 2013, guiding some of the best football prospects in the region.
He said he was excited to coach a league that had won its past two interleague matches.
"I was pretty keen to get involved and I'm honoured to get the opportunity," he said.
"I've been lucky enough to coach the Mallee league and the South Mallee league and North Central over the years, and now to coach the district league will be a real thrill."
Horsham District will play Heathcote District Football League at Horsham City Oval on May 24 as part of the VCFL Country Championships.
