Horsham Inspector Trevor Ashton said of those, eight were allegedly exceeding the prescribed concentration of alcohol.
"As far as I'm concerned, that is just eight too many," he said.
"All they were doing was endangering the lives of others around them."
Insp Ashton said the horrific amount of fatalities on Victorian roads during the long weekend ought to serve as a reminder for people to take their responsibilities behind the wheel seriously.
Eight people died in Victoria, six more than the same period last year.
"Thank goodness, we really didn't witness a serious incident throughout the Wimmera," Insp Ashton said.
