Victoria Police spokeswoman Belinda Batty said the men, aged 36 and 26, veered off a track while climbing Mt Sturgeon on Saturday.
"The men managed to get to a ledge where they used a mobile phone to contact triple zero," she said.
Helicopter crews were called, but could not winch the men to safety because there was insufficient room for the chopper.
So police search and rescue specialist rope teams, State Emergency Service and Country Fire Authority members climbed down to the men.
"It took rescue crews about two hours to get the men to the bottom of the mountain and onto safe ground," Ms Batty said.
"Both men were assessed and do not have any injuries."
Police believe initial reports of a rock fall were unfounded.
