The crash has caused extensive damage to the wall and facade of the building.
Country Fire Authority and State Emergency Service crews, along with police and paramedics attended the scene in Urquhart Street on Sunday afternoon.
Acting Sergeant Chris Van Buuren said the elderly man had attempted to reverse from a parking spot in Pynsent Street.
"We believe an elderly man has attempted to reverse and in the process has got his foot jammed on the reverse and careered back into the shop," he said.
The man will not face charges but will undergo a licence review at VicRoads.
Shop owner Kaylene Dignan said she was unsure of the full extent of the damage.
"The whole front facade now has a crack in it - it's quite precarious," she said.
SES and CFA crews were called after water and possibly gas leaked from beside the damaged shop wall.
The driver was treated by paramedics at the scene for minor injuries.
