Homers' all-rounder Simon Hopper and import opening bowler Siphe Mzaidume were named in the eleven, as was Blackheath-Dimboola batsman Lachie Watts.
Watts was named at number four for his outstanding 552-run season with the bat, while Hopper 31 wickets and 273 runs was listed at number nine, and Mzaidume 37 wickets at number 11.
It was the third time the Western Waves have named a team of the year.
Waves selector Peter Russell said the stats-based process was a starting point for working out the region's best players for potential state country squad selection.
Country Victoria's eight regions all nominate a team, with the Victorian Country Cricket League Team of the Year selected from these teams.
The VCCL team will be announced on August 3.
