The man, 37, was released in December and had since been living as a free man.
Initial reports by the Herald Sun stated the man had been arrested in Horsham.
But Department of Justice spokesman Michael Newhouse said this was incorrect.
The prisoner was instead arrested in Tyabb
"The Department of Justice has launched an independent investigation into the circumstances surrounding the matter and into the overall management of court orders by corrections and the courts," Mr Newhouse said.
"The investigation will examine every aspect of how warrants progress through the courts to prison, and every step in between.
"It will provide advice on how to prevent such incidents from happening again."
An independent expert will lead the investigation.
"In the interim, immediate steps have been taken to provide additional oversight around the release of prisoners," Mr Newhouse said.
