Viewers will experience television issues until at least 3.30pm due to scheduled outages.
Chisholm HiFi owner Jeff Allan said works at Mt Arapiles were affecting television channels.
"They hope by 3.30pm it might be back up,'' he said.
A Federal Government spokesman said works were taking place as part of a move to digital-only TV.
He said channels were changing their frequencies as the final step in the move.
Residents in areas such as Nhill, Dimboola, Goroke, Warracknabeal and Horsham could have to retune their television, set-top box or digital recorder as changes occurred, otherwise there would not be access to all free-to-air digital TV channels.
Mr Allan said disruptions would continue over the next couple of days.
He said Horsham viewers could experience disruptions between 11am and 3.30pm on Wednesday, Thursday, Friday and Monday.
"They're doing electrical work with the switchboards,'' he said.
"Between these hours people can expect issues.''
The Stay Tuned for the Retune website states Horsham viewers could experience interruption to ABC, SBS, Prime, WIN and Southern Cross 10 between noon and 3.30pm on Wednesday.
It states ABC and SBS would be interrupted on Thursday between 11am and 3.30pm.
Prime, WIN and Southern Cross 10 could be affected from 11am to 2pm as part of the completion of retune work if final work is required.
Friday will also bring interruptions.
Viewers of ABC, SBS, Prime and Southern Cross 10 services could experience interruptions for up to 30 seconds at a time between 11am and 3.30pm due to retune-related work.
Monday will include similar interruptions for the same channels between 9am and 3.30pm.
Works will continue in July.
Western Victoria will experience interruptions to ABC, SBS, Prime, WIN and Southern Cross on July 17 and 18 between midnight and 5am.
