Ballarat police arrested the man - who cannot be named due to a suppression order - about 9.18am on Monday.
He was found at a toilet block in Little Bridge Street, Ballarat, next to the Coles supermarket.
A shop assistant alerted police to his location by calling Triple Zero.
Wimmera Superintendent Graham Kent said the man was compliant and did not resist arrest.
"We are particularly grateful for all of the assistance we have had from the community over the past week, especially the vigilance by the community member this morning who contacted police," he said.
The man's departure from Corella Place on Sunday last week sparked a large-scale search of Ararat and surrounding areas.
The Victoria Police fugitive taskforce was involved in the search, alongside Wimmera police officers.
He was housed in Corella Place because he was deemed to have a high risk of re-offending.
Police said he cut off his electronic ankle monitor to evade authorities.
