Police clocked a Honda driving at 128 kilometres an hour on the Wimmera Highway just outside of Edenhope about 3.10pm.
"The driver's speed, in the circumstances, was quite ridiculous," Sgt McIvor said.
The Wimmera was battered by strong winds and rain on Thursday.
Sgt McIvor said a 33-year-old man from Katandra West, near Shepparton, would be charged on summons with driving at a dangerous speed, and driving with a suspended licence.
He said the man's licence had bee suspended two weeks earlier.
Sgt McIvor said Edenhope police seldom encountered irresponsible Wimmera drivers on the region's highways.
"It's just people that come through the area that aren't getting the message," he said.
"Take it easy, drive safely on our roads."
Horsham Highway Patrol charged a Western Australian man with reckless conduct endangering life after his car allegedly reached speeds up to 220mkh on the Western Highway at Lawloit on Thursday morning.
