In 2010, council and other stakeholders identified Horsham Caravan Park’s existing infrastructure was tired and a longer term plan of infrastructure and management requirements for the future of the park needed to be established.
In March 2013, council agreed to look into the analysis and planning process required to produce a Development Vision Plan for the caravan park.
Council accepted this plan in November last year.
This plan confirmed what was said in 2010, that the infrastructure was tired and in need of upgrading.
The plan also suggested council consider a long-term lease agreement for the park.
Come April this year, council finally agreed to approve the procedure for tendering the long-term lease.
It also decided to review its expectations in the plan ahead of tendering the long-term lease.
Which brings us to Monday night, when council decided issues with the park needed to be resolved before it was leased.
This is a process that started in 2010.
Four years ago, councillors agreed the caravan park needed an upgrade.
These upgrades have been limited because of budget constraints.
Two major issues up for discussion include placement of potential new cabins and a safety fence along the river.
There has been four years of discussion.
It is time for council to make decisions.
