Tyrone Bell, sole director of SGI Building Services, is a patched member of the Port Melbourne-based Mongols, one of the nation's fastest growing bikie gangs.

Members of the club include accused attempted murderer Mark Graham, who is on bail awaiting trial over a double shooting in a crowded Queensland shopping mall that wounded a rival bikie and an innocent bystander.

Other Mongols have recently been charged over a run-in with security guards at a St Kilda venue where a gun was produced, an alleged assault on a police officer, and the stabbing death of a rival Bandido associate in Queensland. Victoria Police also raided the gang's Port Melbourne clubhouse earlier this year, seizing two hand guns.

But a representative of SGI Building Services said the company was not connected to the Mongols apart from the fact that Mr Bell was involved with the club. "We've got a completely legitimate business. There is no relationship with the Mongols."

SGI Building Services has attracted a steady stream of work from high-profile builders and contractors, including caulking work on the University of Melbourne's new landmark $127 million architecture faculty.

The University of Melbourne has claimed it is not responsible for who is employed on the site. "[Brookfield Multiplex] are fully responsible for selection and performance of their subcontractors," a spokesperson said.

Brookfield Multiplex said SGI had worked as a specialist subcontractor to another subcontractor. "We have no knowledge of their purported links to any gangs," a spokesperson said.

The subcontractor is Express Interiors, a plastering firm that has previously been the subject of complaints made to the Immigration Department and Fair Work Building and Construction over allegations it employs illegal foreign labour.

A representative of SGI said the company had nothing to do with the Mongols and people were just there to work. "If we comply with all regulations - paying taxes, entitlements, EBA rates, WorkCover and WorkSafe - why is there a problem? The fact that someone in the company is a member of a motorcycle club is irrelevant," he said.

But authorities and some industry players are growing increasing concerned about the involvement of bikie gangs in Victoria's building industry and trade union movement, seeing it as a precursor to infiltration by organised criminal elements.

The Sunday Age has previously revealed that convicted criminals and bikie gangs, such as the Comancheros and Hells Angels, have been running plastering crews on prominent government and corporate construction projects.

In other incidents, Comanchero gang members, including an office bearer who also worked in the building industry and was a member of construction union, the CFMEU, stood over Master Builders Association federal vice-president Trevor Evans in his family home last year.

In April, a leaked cabinet-in-confidence report alleged bikie gangs supplied drugs and prostitutes to construction workers at the Wonthaggi desalination plant and were employed to ferry management between the site and social functions.

"The amount of money involved in the building and construction industry is very tempting for organised crime groups," Fair Work Building and Construction director Nigel Hadgkiss said.  "There's lots of cash around, coercion and general thuggery, which is attractive to criminal elements."

Mr Hadgkiss said the building watchdog was aware of gang members being involved in the industry and that it referred allegations of criminal activity to appropriate authorities.  "My ambition is to see the rule of law prevail across the industry," he said.

The Napthine government is already planning a major crackdown on outlaw motorcycle gangs courtesy of new legislation that will dramatically increase police power to have bikie gangs declared organised criminal enterprises based on the activities of only a few members.

In Queensland, laws were recently introduced that require plumbers, builders and electricians to undergo background checks and face deregistration if they are found to have links to bikie gangs.
