Clough was charged with conduct unbecoming after an incident involving Dimboola player Tom Magee in round 15 of the Wimmera Football League on August 16.
The incident left Magee with a fractured cheekbone in three places and he underwent surgery to repair the injury early last week.
Dimboola requested the league investigate the incident.
Western Vic Football general manager Stephen McQueen said the investigation found Clough had a case to answer.
He said there was video footage of the incident.
