The Tigers trailed by five points at the final change but kicked five goals to two in the last quarter to claim a 14.14 (98) to 13.6 (84) win.
Mundulla will now play minor premier Padthaway for a grand final berth.
Penola will meet Bordertown, which beat Kaniva-Leeor United 25.13 (163) to 15.12 (102) in Sunday's elimination final.
In the reserves qualifying final, Mundulla accounted for Bordertown by 10 points.
Naracoorte beat Penola by 19 points in the under-17s, while the Demons enjoyed a 33-point win over Kaniva-Leeor United in the under-14s.
