Council will send a letter with its concerns to Wimmera Health Care Group.
In August, Wimmera Health Care Group cut the number of acute care beds at the hospital from four to two. They were replaced with aged care beds.
Cr Schneider said the group should convene an immediate community meeting to discuss changes.
He believed Wimmera Health Care Group was winding back vital services.
"The Wimmera Health Care Group is not consulting with the community," he said.
"It has an advisory committee and it has not had any consultation with the community.
"Some years ago Dimboola entered into a merger with the Wimmera Base Hospital to form the Wimmera Health Care Group.
"That was all done in good faith and was done to protect the services of the hospital, and I believe what we are seeing now is a winding back of the hospital and its services to a considerable degree."
Wimmera Health Care Group chief executive Chris Scott said in the year preceding August, there was an average of 1.8 beds in use daily.
"It's better to fully use the services at Dimboola rather than under-use them," he said.
"To simply concentrate on counting the number of beds does not support our idea of meeting the needs of our community.
"If the demand for acute services rises then clearly we would meet the demand.
"The matter has been discussed with staff and the use of the beds is really something that is purely meeting the demands of the client base."
Mr Scott said he had not received any complaints from doctors or members of the community at Dimboola.
"All we're doing is meeting the community's needs," he said.
"This change has been in place for six weeks and I have not received any feedback at all in term of patients having access.
"I welcome the council's inquiry and Cr Schneider's inquiry and I look forward to consultation with anyone in the community."
Mr Scott said Wimmera Health Care Group always acted in a transparent manner and was happy to discuss the changes with anyone concerned.
"Health care is a complex business and at times people do not fully appreciate the purpose and mix of services provided," he said.
Cr Schneider said the reduction of services was a significant issue for the Dimboola community.
Council agreed unanimously to send a letter to Premier Denis Napthine, Opposition Leader Daniel Andrews, Health Minister David Davis, Member for Mallee Andrew Broad and Member for Lowan Hugh Delahunty, asking for support on the issue.
