The restricted free agent rejected a two-year deal from the Bulldogs.
Higgins decision to leave the club was not only due to financial issues.
Discussions between his manager Bruce Kaider of One Management and North Melbourne have progressed with the Kangaroos the forerunner to pick up the classy flanker.
"Shaun just felt it was time to move on from the Western Bulldogs," Kaider said on Tuesday.
"There were more reasons than just purely a contract for why he decided to leave.
"Shaun feels he has a lot of offer another club."
The Bulldogs have the right to match any rival's offer but are unlikely to do so.
Kaider would would not elaborate on the contract Higgins, 25, is seeking, but there has been industry speculation he is after a four year deal.
