Deputy Premier Peter Ryan will open the weir and the bridge.
Both were severely affected by floods in 2011.
The State Government announced funding in early 2013 for restoration works.
Hindmarsh Mayor Rob Gersch said the opening marked the completion of the shire's flood recovery program.
"We still have a bit of work at the Jeparit Weir but that work is happening as we speak," he said.
"It is the completion of our flood-recovery program after three years and we are pleased to wind it all up."
The insurance claim for the weir was initially knocked back after the floods and the State Government had to assess the project before it could receive funding.
"This has gone on for a long time and there were a few issues along the way with funding and how we were going to do the works," Cr Gersch said.
"The main thing now is that it is completed, and the community is very pleased it now has a weir and a bridge capable of carrying heavy weight."
Cr Gersch thanked GWMWater and the State Government for supporting the projects.
"The State Government funding for the weir was a one-off commitment and we were very pleased to receive that," he said.
Hindmarsh chief executive Tony Doyle said works at the weir included construction of a spillway to repair the damaged abutment and breached embankment, along with repairs to the piers, walkway and gates.
"Rock beaching was also placed on the upstream and downstream sides of both abutments to ensure minimisation of future flood damage," he said.
"Damaged flume gates were repaired and a rail and trolley system was installed to enable the safe removal and onsite storage of weir boards."
Mr Doyle said works to the bridge included demolition of the damaged bridge and construction of a new concrete beam and pier-style bridge.
"As the new bridge is built across a heritage section of the Wimmera River, strict environmental controls had to be implemented during construction," he said.
"This resulted in the construction of a cofferdam upstream of the bridge to minimise environmental risks.
"As the bridge is the only access across the river in the town, it had to be constructed in such a way to enable traffic flow at all times."
The opening of the weir and the bridge will be on the golf course side of the Wimmera River, Dimboola, at 1.30pm on Friday.
Mr Doyle said Wimmera Street would be closed for about 40 minutes during the proceedings.
Following the openings there will be a ground-breaking ceremony at the Dimboola Riverside Caravan Park to mark the start of its redevelopment.
Mr Doyle said work would include the installation of new services including power, water, sewers, roads and pathways and the construction of a new camp kitchen.
The State Government Putting Locals First Program, Local Government Infrastructure Program and Hindmarsh Shire Council provided funding for the $500,000 project.
