Construction has finished on the mosque in Stawell Road, Horsham.
Horsham Islamic Welfare Association president Mahabubur Mollah said there would be an open day on October 25 to show the public the mosque.
He said about 20 people would worship at the mosque on Fridays, with lower numbers visiting during the week.
The mosque replaced the weatherboard house on the property that was used for Muslim worship.
"This is a facility used not only for praying and not only for the locals but also for travellers," Dr Mollah said.
He said the mosque could be used to educate the wider community about Islam.
"We have an idea to get the whole community - Muslim or non-Muslim - involved with it," he said.
"For example, I'd like to see school children take a project where they are learning other faiths and they come and visit and ask us how we pray.
"There are lots of misconceptions in society about other people's religions and this is a very friendly place."
"All human beings are created by God and they have a right to live and the right to express themselves and we should be tolerant to each other - this is our philosophy and our principle."

Dr Mollah said the Wimmera's Muslim community had not faced any racism despite heightening tensions in other parts of Australia.
"Our philosophy is, if I'm good, everybody is good around me," he said.
"It is a very peaceful, loving and caring sort of community and we want to portray ourselves in this way.
"Violence is something I do not approve of anywhere in any form.
"All human beings are created by God and they have a right to live and the right to express themselves and we should be tolerant to each other - this is our philosophy and our principle."
Dr Mollah said the mosque could have a range of benefits for the Wimmera.
He said it could help attract professionals and put Horsham on the map for Muslims from throughout Australia.
"In country towns often we are short of doctors and we cannot attract doctors," Dr Mollah said.
"If a Muslim doctor was to come here with his family the first question would be 'are there any praying facilities or is there a mosque?'
"We like to see this town grow."
Dr Mollah said non-Muslims had encouraged the construction of the mosque through donations and other support.
"A mosque is a place of serenity, tranquility, peace and calm," he said.
"Even the non-Muslims of this town financially paid for this mosque.
"They put money in donation boxes in the kebab shop.
"Everybody admires this mosque and that is the feeling in this town because they are proud of it."
"It is not only for us, it's the whole Wimmera community who are proud of this."
The open day on October 25 will start at 7pm and include a light supper and a chance to observe Muslim prayers inside the mosque at sunset.
Dr Mollah said people could RSVP by calling him on 0427 331 088 by October 17.
