The Surf Coast Shire Council's proposal is one motion to be debated at the Municipal Association of Victoria's State Council meeting on Friday.
Similar to a wish-list, councils put forward motions and, if endorsed, they become the MAV policy position.
In its proposal, the Surf Coast Shire Council said the ACT, South Australia, the Northern Territory and Tasmania were regulating single-use plastic bags and Victoria should do the same.
In 2006, the Environment Protection Act 2006 was amended to allow for regulations prohibiting the free distribution of lightweight plastic bags but no regulations have been made.
