HORSHAM'S Coughlin Park will undergo a $1.46-million upgrade to improve amenities for a range of sporting and community groups.

The development will include three player change rooms, umpire change rooms, a multi-purpose area, kitchen, storage area and a meeting room.
The upgrade was announced yesterday.
Coughlin Park Management Committee chairman Brendan Ryan said women and people with a disability would be the big winners from the redevelopment.
"The rooms will provide adequate services for female participants, which haven't been provided in the past," he said.
"Above all else it will provide access for people with a disability that was the most important consideration in putting forward the plan."
Mr Ryan said attempts to rebuild the club rooms started almost a decade ago.
"It has been a long journey and we certainly couldn't have achieved this outcome without the strong support of Horsham Rural City Council and our local member Hugh Delahunty," he said.
Mr Ryan said the existing rooms had become tired in recent years.
"We've installed a new turf wicket, the bowling club is thriving having won the most recent pennant competition and the final element of bringing all of the groups together is the development of new infrastructure," he said.
Construction is due to start in the second half of next year, with the park to be fully operational in 2016.
Football, netball, lawn bowls, cricket and tennis clubs and a range of other community groups will take advantage of the redevelopment.
The State Government is providing $905,000 in two grants for the project, with the balance of more than $500,000 being paid by Coughlin Park tenants and council.
Mr Ryan said about 100,000 people used Coughlin Park each year.
"We're looking forward to further increasing participation in the various sports that use Coughlin Park as well as catering for education services in that precinct," he said.
The land is owned by the Catholic Diocese of Ballarat.
Mr Ryan said Regional Development Victoria required the management committee to provide it with a business case for the redevelopment.
"We used that business plan, which set out the number of uses of the various groups using the facility and letters of support from state and local sporting bodies," he said.
"It has taken about two years to work through the business case."
Mr Ryan said he expected there would be some interruption to Horsham Saints Football Netball Club during the 2015 Wimmera Football League season.
"The work will mainly affect the bowling season, because it's likely to take place during spring and then through the summer months," he said.
Member for Lowan Hugh Delahunty welcomed the redevelopment.
"I congratulate Horsham Rural City Council for making this application, and providing funding along with the Coughlin Park users, to fund the balance of this $1.46 million project," he said.
"It will enable the redevelopment of a significant multi-purpose community facility catering for a number of complementary and diverse community activities."
