It is believed the driver, a P-plater, lost control of his car and crashed into a drain on Wawunna Road about 5.15pm.
The scene has been cleared.
The crash came after a Horsham man was taken to hospital with minor injuries after he drove into a parked car earlier on Wednesday.
Horsham Highway Patrol Leading Senior Constable Mick Ryan said the driver, 36, was travelling west on Natimuk Road, Horsham, when he hit a parked car near Drummond Street at 3.40pm on Wednesday.
He was taken to Wimmera Base Hospital with minor injuries.
He will be tested for drugs and alcohol.
Sen Const Ryan said traffic was down to one lane on Natimuk Road.
He said police were still investigating the cause of the accident.
