The woman was driving a small Ford when it crashed into the back of a silver Holden stopped at the crossing.
The Holden then hit the back of a white Mitsubishi.
The incident occurred about 9am on Thursday.
Horsham Senior Constable Lee-Anne Birthisel said it was not clear why the woman failed to stop.
"People just need to be a bit more aware at children's crossings," she said.
Crossing supervisor Jenny Smith said no children were in danger at any time.
“I was in the middle of the road with my stop sign, making sure there weren’t children crossing the road,” she said.
The drivers were all treated at the scene by paramedics for shock.
Sen Const Birthisel said the driver of the Ford and the driver of the Mitsubishi were taken to hospital as a precautionary measure.
Paramedics, police and the fire brigade attended the crash.
