Two cars crashed about 1.45pm on Thursday near the Urquhart and Wilson streets roundabout.
A red Mitsubishi Lancer was towed.
Horsham Acting Sergeant Dana Cooper said both cars were damaged.
There were no injuries.
Acting Sgt Cooper said police attended because the drivers were arguing over whose fault the accident was.
She said the pair initially refused to exchange insurance information.
There was no further police involvement.
It was the fourth crash in Horsham in two days.
On Wednesday, a man ended up in hospital after crashing into a parked car. There was also a single-vehicle crash near May Park.
On Thursday, three cars crashed in Natimuk Road.
