The policy will cost $150 million over four years and will apply to more than 222,000 school children at government, independent and Catholic schools to help pay for camps, sport and excursions.

Eligible primary school students will get $125 a year, while secondary students will receive $225. The money will go to the school but be tied to the student.

Announcing the policy at Doxa Malmsbury Camp in central Victoria, Opposition Leader Daniel Andrews said the promise was about helping needy students get the "wonderful experience" of school camp.

"We don't just talk about giving every child every chance, we're going to deliver the opportunity for every single Victorian child whose parents are doing it tough," he said.

Mr Andrews said the eligibility requirements would be similar to the Education Maintenance Allowance program, which was "gutted" by the state government.

He said parents holding a veteran affairs gold card, pension card or health card would be eligible. The policy forms part of Labor's $1.3 billion education package, which also includes $510 million to rebuild and upgrade state schools.

The camps, sports and excursions fund would benefit kids who are "missing out", Mr Andrews said, as well as easing school resources for other programs.

"This is all about priorities – if you've got the right priorities you can support families, you can support kids that are in need," he said.

"If you have the wrong priorities then you put all of taxpayers' money into a tunnel in the centre of Melbourne that very few Victorians will use."
