The win was a fantastic performance by jockey Jack Hill, who brought Happy as Hell back from last place at the 600-metre mark.
The five-year-old gelding ran through the pack for a thrilling finish on the final straight.
Caulfield-trained Stratigraphy was a close second, while Horsham-owned Rainbow Storm placed third.
Happy As Hell part owner Graeme Dingwall was elated with the result.
"He's a very good horse, we hope he'll go a bit further," he said.
Mr O'Sullivan said he thought the horse had a good chance of taking out the race after winning a 1600-metre race in Hamilton last week.
He praised Hill's performance.
"He didn't try to go around them, he steered him through," he said.
"It was a terrific performance."
