Cleaver, a former Hamilton Kangaroos bench coach, joins the Roos after a playing career in the Hampden, Goulburn Valley, Central Murray and Western Border leagues.
The Roos’ new coach also worked alongside outgoing coach Brent Forsyth at Hamilton Imperials.
Cleaver said he believed there was plenty of talent to work with at Harrow-Balmoral.
‘‘There’s a lot of good young kids with potential and some crafty old heads,’’ he said.
‘‘I’m excited – with the opportunity the club has presented, I’m really looking forward to the challenge.’’
The Roos finished fourth on the ladder under playing coach Forsyth last season, before suffering a narrow elimination final defeat.
Cleaver said his main focus would be improving the players on the Roos’ list.
‘‘I’m a coach who prides himself on development of players,’’ he said.
‘‘My main aim is getting the best out of guys for the team.’’
Cleaver said he was excited to be joining a strong club.
‘‘It’s a good club and there’s good people around the club.’’
Cleaver said last season’s reserves premiership coach Dave McLeish would continue in his role.
Two-time A Grade league best and fairest and 2014 premiership coach Ebonie Salter will continue as the Roos’ A Grade and head netball coach.
Harrow-Balmoral will start its 2015 football campaign with a light session and meet the coach night Wednesday at 6pm.
