Wimmera Catchment Management Authority and Horsham Rural City Council assessed the suitability, effects and sustainability of controlled skiing on the river.
The authority proposed a short trial to assess bank erosion rates along the river, but after overwhelming community feedback the trial was postponed so it could include noise monitoring
Authority chief executive David Brennan said the trial was now completed.
The authority will release the report later this week.
"In the lead-up to the Kannamaroo festival, we worked with the Natimuk Ski Club to test water erosion caused by boats," Mr Brennan said.
"We also monitored the noise level at 20 locations, mainly around the Southbank area and some placed in the Barnes Boulevard area as well.
"We had about eight monitoring points that looked at wave erosion on the banks."
Mr Brennan said the authority was now analysing the data.
"We are comfortable with what we have - we have gathered enough statistical information to present a report to council soon," he said.
The annual Kannamaroo festival in Horsham is the only time water-skiing is allowed on the river.
Mr Brennan said the authority wanted to understand the full effect water-skiing would have on the river bank.
"We are aware lakes such as Natimuk and Toolondo are drying out, so there is more pressure on ski clubs such as Dimboola," he said.
Mr Brennan said having an alternate place for recreational water activities would be good for the region's tourism.
"We have also done theoretical exercises and quite a bit of research into the effect of water-skiing boats on river banks," he said.
"If water-skiing on the river is suitable we will then need to look at future outcomes."
