The rubbish pile, containing tyres, cardboard and plastic, caught fire near the recycling plant on Mahoneys Road in Thomastown about 10.40am.
It took eight fire crews more than one hour to get the blaze under control.
It was still smouldering at midday, a Metropolitan Fire Brigade spokesman said.
Motorists were advised to avoid the area, as the fire sent large plumes of black smoke across Mahoneys Road and the Metropolitan Ring Road.
