The car was travelling down the Monash Freeway at Mulgrave at 5.40am in a 100km/h zone when a patrol car detected its speed.
Nunawading Highway Patrol members pulled over the Commodore sedan when they discovered the child in the car.
A Noble Park man, 48, is expected to be charged on summons with speeding and police are still investigating.
The vehicle will be impounded under the hoon legislation at a later date.
