The second left lane inbound was closed, just beyond the Bolte Bridge exit, after the four cars collided just after 8.30am on Monday.
The crash occurred near Ingles Street, Port Melbourne, and also caused delays at the nearby off ramp at the Bolte Bridge, inbound.
A VicRoads spokesman said the delays could add up to 10 minutes to the journey and would take time to clear.
Ambulance Victoria was called, but there were no medical attention required.
