The council is set for a shake-up after October 27 elections, with five councillors announcing they will stand down.
Crs Bernard Gross, Gary Bird, Lindy Muller and Mayor Mandi Stewart will call it quits.
Crs David Grimble and Mark Radford will stand again for re-election.
Former Horsham Mayor Pam Clarke, Heather Phillips of Natimuk, Tanya Barnes of Horsham, and Russell McKenzie of Horsham, have put up their hands for election.
Mr Barber, a building design consultant for more than 24 years, said standing for the council was the next step in his involvement in community issues.
As chairman of Business Horsham, Mr Barber has been heavily involved in community issues such as rebuilding Horsham college and the re-location of the rail line out of Horsham.
Mr Barber said he was extremely passionate about Horsham.
"Prior to the establishment of Business Horsham some 10-plus years ago, I felt the need for Horsham to develop a strong representative base for local businesses and it was prudent at the time that the Street Life program provided funding for the establishment of Business Horsham,'' he said.
"My work with Business Horsham sees me on a number of current council community consultation committees, for example the local parking committee, the by-pass committee and town hall committee.
"I am also a member of the local aquatic centre community consultation committee."
Mr Barber said there was great potential for Horsham to grow and develop.
"We need to take every opportunity to ensure that we promote our region and canvass the advantages of living and working in our region,'' he said.
Mr Barber has five children with his wife Leann.
He was raised on his family farm at Wail, attended school in Dimboola, and has had a strong link with local government.
"My first job was working with the then Dimboola Shire Council. Since then, my business interests have always maintained a close link with council,'' he said.
