An "emergency meeting"  in Brunswick on Wednesday afternoon produced few firm plans to improve safety on Sydney Road, a heavily congested arterial in Melbourne's north that is statistically among the most dangerous for bike riding in Melbourne.

But Brunswick MP Jane Garrett, who called the meeting, said the "overwhelming feeling in the room was one of wanting to pay tribute to this man and all work together to find practical solutions to this really congested piece of road".

Short-term changes that will be made to Sydney Road include building speed humps at intersections, tweaking traffic signals to give pedestrians priority ahead of vehicles and removing some parking spaces, Ms Garrett said.

But an online petition to remove all on-street parking along a short stretch of Sydney Road where Mr Paulon was killed was not endorsed in the meeting.

There was discussion about taking cars off the road, there was discussion about taking bikes off the road," Ms Garrett said. "We just have to find better ways to ensure in a population which is embracing cycling in record numbers that we are able to live together in this stretch of Melbourne."

The petition to remove parking between Weston and Barkly streets was started by Kenny Smith, who works in the Sydney Road bike store outside which Mr Paulon was run over by a truck after a woman opened a car door in his path.

Mr Smith, who was one of the first on the collision scene, said he had sought to attend the meeting but was told he could not.

He said "there are 600 car parks just out the back" of the stretch of Sydney Road where Mr Paulon died so traders would not suffer from the loss of spaces.

The woman who opened her door in Mr Paulon's path has not been charged, Moreland Police Inspector Dean McGowan said. A brief of evidence was being put together and would be given to the Office of Public Prosecutions "for possible charges down the track", he said.

"The investigation is going to be a long-term one, but I can say that it was a low-speed incident, the truck was going well below the posted speed limit of 40km/h," Mr McGowan said.

Mr McGowan said the decision to release CCTV footage of Mr Paulon's death, which has been widely viewed after first being screened on Nine News, was "extremely disrespectful".

Mr Paulon's parents had arrived in Melbourne in the worst possible circumstances, he said.

"It's every parents' nightmare to send your kids overseas to start a new life and having to come pick them up in such tragic circumstances."

Nancy Atkin, a spokeswoman for Brunswick residents, said there was concern that the local population and associated traffic was soaring without enough being done to maintain liveability.

"We need forward planning to get people out of their cars, onto bikes and walking and on public transport," Ms Atkin said.

Nic Dolby, a representative of the Moreland Bicycle Users Group, said the safety improvements the government had committed to would make a welcome difference to riders on Sydney Road.
