Stawell police pulled over a vehicle in a routine check on the Western Highway at Stawell and found a Horsham couple allegedly in possession of the drug ice.
After a search of the vehicle, just before 2am, police found the drugs and also a quantity of cash.
While processing the 39-year-old man and 32-year-old woman, police intercepted a phone call to the pair that led to the arrest of a second pair in Ballarat.
A 39-year-old Meadow Heights man and a 31-year-old Melbourne woman were arrested after their vehicle was pulled over by Ballarat police.
The pair were interviewed in relation to drug offences and are likely to be charged on summons.
The Horsham man was charged with possession and use a drug of dependence and proceeds of crime and is due to appear in Horsham Magistrates court on April 21.
