The charges follow incidents on the Wimmera River path in Horsham last week.
The man allegedly indecently assaulted a woman, 53, near Memorial Drive about 6.30am on Tuesday.
A Police Media spokeswoman said the woman was walking her dog when the man approached her on a bike.
‘‘The man struck up a short conversation with the woman, then touched her inappropriately and used offensive language,’’ she said.
‘‘The woman moved away quickly and the man rode off in a westerly direction.’’
On Wednesday morning, the same man allegedly exposed himself to an elderly woman walking along the path.
The spokeswoman said the same offender later allegedly exposed himself to two women, indecently assaulting one of them.
She said Horsham Sexual Offences and Child Abuse Investigation Team detectives investigated the incidents.
The man was charged and bailed to appear at Horsham Magistrate’s Court on April 1.
