An unmarked police car pursued a 1984 grey Mazda coupe with the registration ZQU148 after it ran a red light at the intersection of Flinders Street and Wurundjeri Way about 4.10pm.
But police lost sight of the vehicle and the pursuit was terminated.
The police officers then came across a six-car collision believed to have been caused by the same offender at the intersection of Footscray Road and Duddley Street in West Melbourne.
No one was injured in the collision but multiple cars needed towing.
The offending vehicle was last seen travelling towards Footscray with smoke issuing from the front left wheel.
Police wish to speak to the two male occupants in the car at the time of the offences.
An image of car and a digitally constructed picture of the man they think can help with their inquires have been released.
The man is of Caucasian appearance, aged in his late 20s and has a thin build with brown hair. He has a distinctive tattoo on his right temple.
Anyone with information is asked to contact Crime Stoppers on 1800 333 000.
