Council has been investigating potential redevelopment options for the hall to turn it into a multi-use community centre.
In November, council hired consultant Adrian Kennelly to lead a community engagement process for the development.
Council also engaged Sena Solutions in July to put together a strategic halls review.
Council has agreed to develop two concept plans - one for a new hall and one for a refurbished hall.
Cr Ron Hawkins said it had been a slow process up until now.
"We were given $128,000 from the Regional Development Victoria for this project," he said.
"We've spent about $80,000 or $90,000 already and we are yet to put nails in wood.
"But I believe if we work on these concept plans, the last of the money will do more than the rest put together."
Cr Hawkins said council would develop a small working group to develop the concepts.
He said the designs would then form a basis for council's discussion.
"We need to move quickly on this," he said.
"There isn't talk of building anything yet, but we need people to settle down and take on board everyone's ideas.
"We've had so many ideas that it has got out of hand and become bewildering.
"We need a report by the end of June because that's when the money runs out.
"Once we have the concepts on paper, we'll see where to go from there."
Cr Richard Wait said it would be good to finally bring the project to a head.
"The community wants a concept to look at, and we will have two options: a new hall and a refurbished hall," he said.
"This will allow the community to put their ideas into something tangible and look at the feasibility of the project.
"It will help us make a decision about where to take it in the future."
Mayor Annette Jones said it was important the community and council worked together.
"It hasn't been easy to reach this consensus," she said.
"There is a big gulf between the two concepts and we are still seeking more information.
"It's been a very difficult process and we are pleased to get to this point."
