A black Holden ute rolled near Crutes Road, about six kilometres west of Dadswells Bridge, about 9am Tuesday.
Horsham Highway Patrol Senior Constable Cam Cooper said the male driver, 21, of Newcomb tested positive for a preliminary roadside drug test.
He said neither the driver or his male passenger were injured.
"They were two very lucky young boys," he said.
Senior Constable Cooper said a further drug test would be sent to a laboratory for confirmation.
